Dr Shehzad Iqbal

Founder, author and course facilitator

Dr Iqbal has designed and delivered ethics, probity and professionalism training for healthcare professionals since 2020, working with practitioners regulated in six countries. He combines clinical practice with formal postgraduate training in healthcare law and ethics, and writes and reviews every course on this site.

That combination is the point. A clinician who has practised knows what a consultation actually looks like when a boundary is tested or a record is written under pressure. Postgraduate training in healthcare law and ethics is what turns that into material a Council or Board will recognise as engagement with the standard, rather than a general essay about professionalism.

Dr Mo Mirza is a medically trained doctor from University College London. He is an educator and currently a UCL postgraduate researcher, with over 25 years’ experience in healthcare, teaching, facilitation and student support.

Drawing on clinical practice, counselling studies and small-group teaching, he facilitates reflective, inclusive learning on probity and ethics, professional boundaries and professional behaviour. His approach uses realistic scenarios, guided discussion and structured reflection to help participants navigate complex decisions with integrity, compassion, accountability and respect.

Business development and support consultant

Ludmila supports the business development and client-facing work of Healthcare Ethics New Zealand. She works with organisations interested in our courses and training, supports existing and prospective clients, and helps build relationships with healthcare organisations, universities and education providers, and the professional bodies that represent and advise practitioners.

With her psychology background, Ludmila brings a strong understanding of communication, human behaviour and professional relationships to that work. She studied psychology at the University of East London, with areas of study including occupational psychology, health psychology, and decision making and risk perception, alongside a professional background spanning healthcare, administration and professional services.

She is particularly interested in relationship-led business development, and in making sure that every organisation and professional who approaches us has a responsive and supportive experience.

Who we are

Healthcare Ethics New Zealand is an independent provider of self-paced online courses and face-to-face courses conducted virtually via video link, in ethics, professionalism, professional boundaries and probity, written for practitioners registered with any of New Zealand’s 18 responsible authorities under the Health Practitioners Competence Assurance Act 2003. There are 44 online courses in the catalogue, 24 on each profession’s page, each carrying 2 CPD hours and a dated certificate on completion; and four live courses run via Zoom, each carrying 5 CPD hours.

They are used in two quite different situations: by practitioners who have had a concern raised about them and need to evidence insight, reflection and remediation in writing to a Council or Board, a Professional Conduct Committee or the Tribunal, and by practitioners building ordinary CPD. The pages are written for the first group, because that is who arrives here in the week a letter comes.

For healthcare organisations — Health New Zealand districts, primary health organisations, private hospitals, universities, indemnity insurers, law firms and agencies — we run the four face-to-face courses for whole teams via video link, and provide course licences with seats assigned to named people, or a Member Discount scheme for members buying in their own name.

We provide remediation courses for regulatory processes and nothing else. We are not a regulator, not a law firm and not an indemnity insurer, and we are not affiliated with, accredited by or endorsed by any Council, Board or other responsible authority, or by the Health Practitioners Disciplinary Tribunal.

Why the courses are written this way

Many people arrive here in the same week a letter arrives. The courses are built around what happens next.

A notification is not a finding

A notification to your Council or Board is the start of a process, not the end of one. What a practitioner does in the weeks that follow is weighed alongside the original allegation, and it is the one part of the process that runs on their timetable rather than someone else’s.

Three words decide a great deal

Insight, reflection and remediation recur throughout Council and Board correspondence, and they are not interchangeable. Being clear about which one a letter is asking for makes a practical difference to how you answer it.

Evidence has to be built, not assembled

Steady, dated activity over weeks reads very differently from a burst of it gathered shortly before a deadline. The dates are visible to whoever reads the file, and they are the first thing a reader checks.

Which code applied, and when

Conduct is measured against the guidance in force when it happened, not the guidance in force when the notification arrived. Several authorities revised their standards in 2026 — the Physiotherapy Board’s new Code from 1 April, the Chiropractic Board’s Code and Professional Boundaries standard in July — so knowing which document applied to your conduct is often worth more than any other single fact.

Nobody should have to work it out alone

The process is unfamiliar to almost everyone who enters it, and its vocabulary is not the vocabulary of clinical practice. Explaining it plainly is most of what these courses do.

Written against the published standards

Each profession page is written to that Council’s or Board’s own code, standards and guidelines and links to them, so you can read the source rather than our summary of it.

Written by a clinician

The courses are written and reviewed by a doctor with postgraduate training in healthcare law and ethics, not assembled from generic compliance material or produced by an anonymous content team.

Confidential unless you say otherwise

We do not tell a Council or Board, a Professional Conduct Committee, the Tribunal, an employer or an insurer that you are a customer. Your certificate is yours, and you decide who sees it.

Plain about what a course cannot do

No course decides a case, and no provider can promise an outcome. What a certificate gives you is an independent, dated record that you acted. The weight comes from the reflection you write alongside it.

Accreditation

What accreditation means here

Every online course carries 2 CPD hours, every face-to-face course 5, and each issues a dated certificate on completion, issued by Healthcare Ethics Courses. It can go into a remediation plan, a written response to your Council or Board, a submission to a Professional Conduct Committee, evidence filed with the Tribunal, or an ordinary CPD record.

It is worth being precise about what that does and does not mean. No New Zealand Council or Board approves, accredits or endorses courses from any provider, including us, and none keeps an approved list. Anyone claiming otherwise is describing something that does not exist. Our certificates are ours, they are not accredited by any responsible authority or by any other external New Zealand body, and how the hours are recorded against your own recertification programme is a question for your authority — some count hours, some ask for a plan and written reflection with no hours, and the ODOB requires Board-accredited activities for its Ethical conduct credit, which these are not.

What a dated certificate gives you is an independent, verifiable record that you identified the concern and acted on it, and when. That is genuinely useful, and it is a different thing from regulatory approval. We would rather say so than let you assume otherwise.

On the American Accreditation Association. Healthcare Ethics Courses, which issues the certificates, holds an organisational membership of the American Accreditation Association. It is a membership held by the organisation and it is not accreditation of any course. It carries no weight with any New Zealand Council or Board, and you should not present it to one as though it did.

Each page sets out the concerns that Council or Board commonly raises, its own committees by their own names, the courses that address them, and how completion can form part of a remediation plan. Every other practitioner — Chinese medicine practitioners, paramedics, occupational therapists, podiatrists, dietitians, medical radiation technologists, laboratory scientists, psychotherapists — starts from the All Health Practitioners page.

Confidentiality

What we tell your Council or Board

Nothing. We do not report to any Council or Board, to a Professional Conduct Committee or to the Health Practitioners Disciplinary Tribunal that you have bought or taken a course. We keep no register any of them can search. No regulator has an account with us, and none has ever asked for one.

A course you buy yourself is confidential from everyone — no employer, no indemnity insurer, no professional association is told. The single exception is a seat bought and assigned by an organisation, where that organisation sees your completions and dates; anyone in that position is told so before the course opens and can buy it themselves instead. Who actually writes these courses?

They are written by senior healthcare professionals with postgraduate qualifications in healthcare law and ethics, led by our founder Dr Shehzad Iqbal — MBBS, MRCS, MRCGP, and a Postgraduate Certificate in Healthcare Law and Ethics from the University of Dundee.

Not an anonymous content team, and not a general eLearning company that also happens to cover ethics. Ethics and professionalism is the whole of what we do.

Are you a New Zealand organisation?

No, and we say so plainly rather than implying otherwise. Healthcare Ethics New Zealand is based at 119 Marylebone Road, London NW1 5PU, United Kingdom, and supplies courses to practitioners in New Zealand and in several other countries.

What is New Zealand’s is the content. Each course on these pages is written against the codes, standards and guidelines that the Councils and Boards publish under the Health Practitioners Competence Assurance Act 2003, not adapted from a British course with the nouns changed.

Are your courses accredited?

No. They are not accredited by any Council or Board, or by any other external New Zealand body. No provider’s courses are, and a provider claiming otherwise is telling you something that is not true.

What we do have is an organisational membership of the American Accreditation Association. That is a membership held by the organisation. It is not accreditation of any course, it means nothing to a New Zealand Council or Board, and we would rather you heard that from us than worked it out later.

Will a course help with my Council or Board notification?

It gives you dated, independent evidence that you identified the concern and worked on it. A Council or Board that has settled the facts turns to insight, reflection and remediation, and a certificate with your own written reflection attached speaks to all three.

What it does not do is decide anything. No course changes an outcome. Take advice from your indemnity insurer, union or lawyer before you respond to your Council or Board.

How do I know the content is current?

Every page carries a visible last-reviewed date, and the regulatory content is checked against each authority’s current publications at that review. Where an authority’s position has changed over time, the course says which document applied and when, because conduct is measured against the guidance in force when it happened.

Regulatory guidance moves. Check the current position with your Council or Board before you rely on any statement in a submission.

What happens if I fail the assessment?

The pass mark is 80 per cent and you may attempt it as many times as you need. The number of attempts is not recorded on your certificate.

Will you tell my employer or my Council or Board that I bought a course?

No. A course you buy yourself is entirely confidential. We do not report to any Council or Board, to a Professional Conduct Committee, to the Tribunal, to an employer or to an insurer that you are a customer, and no regulator has an account with us.

The one exception is where an organisation bought and assigned you a seat, in which case that organisation sees your completions and dates — and you are told that before you start, not afterwards.

Why is everything about notifications rather than CPD?

Because that is when people come to us. Many practitioners who find these pages are responding to something — a letter, a complaint, an investigation — rather than topping up an annual CPD total.

The courses count for CPD and the certificate records the hours. But writing the pages as though the reader were browsing a catalogue would misread why they are here.
